Overview: 

This incumbent will conduct a comprehensive workforce assessment, including functional misalignments and competency gaps, for a customer’s office that has recently undergone organizational changes. The assessment shall provide a deep understanding of its opportunities, optimize the office’s resource allocation, and ensure that the right staff are in the right roles at the right time. The assessment shall inform strategic decisions and drive business results, identifying areas of excellence and optimizing resource allocation to effectively and efficiently execute the office’s Operations Plan. 

Duties and Responsibilities:  

The incumbent will evaluate the current and future state of an organization’s workforce to ensure it is aligned with business goals, operational demands, and strategic objectives.  He/she will provide insights into workforce strengths, gaps, and areas for improvement, enabling organizations to make informed decisions about recruitment, retention, development, and optimization of talent. 

The incumbent will facilitate Enterprise Business Architecture Documentation, Focus Groups, Workforce Capability Report, Employee Assessments, Root Cause and Gap Analysis Briefings, and Action Plan Reports. 

Required Minimum Qualifications: 

  • Minimum 5 years of experience in managing and evaluating organizational workforce development and improvement initiatives. 

  • Able to meet security and privacy requirements: Tier 1 / National Agency Check with Written Inquiries (NACI). A Tier 1/NACI is conducted by OPM and covers a 5-year period. It consists of a review of records contained in the OPM Security Investigations Index (SII) and the DOD Defense Central Investigations Index (DCII), Federal Bureau of Investigation (FBI) name check, FBI fingerprint check, and written inquiries to previous employers and references listed on the Background Investigation (in accordance with Department of Veterans Affairs 0710 Handbook

Desired Education:

Bachelor's Degree in one of the following fields: Human Resources Management, Organizational Development, Business Administration, or Industrial-Organizational Psychology (Related degrees may also be acceptable). 

Desired Certifications: 

  • SHRM-CP or SHRM-SCP (Society for Human Resource Management - Certified Professional/Senior Certified Professional) 

  • HRCI Certifications (PHR, SPHR, or GPHR - Professional/Senior Global Professional in HR) 

  • Certified Organizational Development Professional (ODP) 

  • Prosci Change Management Certification – To assist when workforce initiatives require significant change management components. 

  • Lean Six Sigma Green/Black Belt – (process improvement in workforce planning). 

  • Analytics Certifications (e.g., People Analytics Certification from CIPD or HR Metrics Academy)  

  • Certification in personality assessment tools used in talent management and organizational development such as Hogan certification or similar. 

Desired knowledge: 

  • Familiarity with workforce planning tools like SAP SuccessFactors, Workday, or similar HRIS platforms. 

  • Knowledge of data visualization tools (e.g., Power BI, Tableau) to present workforce data insights.
