Overview: 

This incumbent will manage a full range of management consulting services, including strategic, operational, and tactical support, to modernize, optimize, integrate, and transform our customer’s organization and operations.   

Duties and Responsibilities:  

The incumbent will manage integrated processes and procedures for a team of personnel responsible for transformational initiatives in several support areas.  Support areas include workforce modernization, data and performance management, enterprise business architecture, business processes, change management, communications strategy, culture management, and other related initiatives that lead to organization-wide adoption and implementation of business solutions. 

  • Provide a Project Management Plan (PMP) to include an approach to the management of the project schedule; staffing roster; quality control plan; risk management plan; communications plan; and issues log. 

  • Assist the customer’s Performance Management Division (PMD) in developing a comprehensive set of indicators to measure and monitor organizational health and performance.  

  • Develop and update visuals/graphics that depict cascading goal structures.  

  • Develop a PMD Program Management Review (PMR) Template for completion by PMD staff on a quarterly basis. The template shall include cost, quality, schedule, resource status, and analysis of metrics. 

Required Minimum Qualifications: 

  • Minimum 15 years of experience with Government and 10+ years of experience in managing and evaluating organizational improvement initiatives. 

  • Able to meet security and privacy requirements: Tier 1 / National Agency Check with Written Inquiries (NACI). A Tier 1/NACI is conducted by OPM and covers a 5-year period. It consists of a review of records contained in the OPM Security Investigations Index (SII) and the DOD Defense Central Investigations Index (DCII), Federal Bureau of Investigation (FBI) name check, FBI fingerprint check, and written inquiries to previous employers and references listed on the Background Investigation (in accordance with Department of Veterans Affairs 0710 Handbook, 

Education:

 
Master’s degree, preferably MBA.

Experience:  

  • Minimum 15 years of experience with Government and 10+ years of experience in managing and evaluating organizational improvement initiatives. 

  • Demonstrated experience using data visualization tools (e.g., Power BI, Tableau) to present workforce data insights. 

  • Familiarity with workforce planning tools like SAP SuccessFactors, Workday, or similar HRIS platforms. 

Certifications:  

  • Project Management Professional (PMP) 

  • Lean Six Sigma   

  • Preferably Society for Human Resource Management Certified Professional (SHRM-CP) certification or similar.
